Kris gave some excellent pictures, though. You can take a look at my Amalia pictures in my gallery. It's very similar underneath my hats to the Katherine Hepburn picture in the first link Kris posted .
At this time, hair was growing out from the super short bobs, fingerwaves and eton crops of the twenties and curls were definitely in. So, still short, but not as extreme. Then, there were girls who weren't gutsy enough to chop their hair off, and wore short wigs in the 20s when they went out. Depending on your character, it might be plausible for your hair to be longer. Curling it will make it appear shorter, though. Bigger, tight curls will work best for this. I find with hot rollers and heat activated hairspray (we use thermasilk in the arisole cans.. we call it doom-spray), even hair that doesn't hold a curl easy and can at least last a two and a half hour show.
I know for me, my hair is at my hips and fairly thick, so a wig was more or less the only option for me. My Amalia wig was about $40, and you can buy pre-curled ones like that.
